You will need C5X-- and the length needed of cables with the K35 connection kit. Keep in mind this one (B183) does not have a trim switch.

First will this work for a 2000 40 hp mercury outoard? Second can it be mounted on the right side of a center console? Third which contro?

Yes it will, but you will need a K35 connection kit. No it cannot be mounted on the right side of a console. This is meant to be a side mount and it faces left.

This is suitable for any type of boat with outboard, inboard or I/O power plants.

Can be set up as a push OR pull and mounted vertically OR horizontally. NO trim button on the model control

Depending on how you install this part you can make the cables go whichever way you need them to go.
