No they do not. They work with Rotary helms that require a steering wheel.

I have a 1989 20ft landau pontoon. I am needing to replace the steering system, and I am unable to locate a part number. Are these cables universal, or would something like this work for my boat?

These cables are not universal. It will depend on the steering system you currently have and the length you need. This steering cable is for a rotary steering system.
