Do you have to drill a hole in the deck for the center of the shaft or is it a flush mount.?
A:
You do not have to drill a hole for center of shaft for this product. You are only mounting with screws around the base.

What type of base to pedestal lock?
A:
This pedestal is mounted with bolts into the base and is adjusted by unscrewing the handle on post and setting at level you want then it locks back in place. Swivel works pretty much the same way.
