Yes you can use it in salt water, but it is recommended to flush exterior with fresh water after each outing.

Does it handle rope and chain? If so what size?
A:
Yes use only spliced rope and chain rodes. 1/4" Acco G4 Hi-Test chain is recommended by manufacturer. 1/2" diameter rope, 3 strand, medium lay is recommended rope from manufacturer.

Dpoes it come complete with rode and mounting hard ware?

Yes it has the rode and comes complete with an installation kit.
